Yes, for example the IOSN (International Open Source Network) http://www.apdip.net/projects/2003/iosn
offers standard trainings e.g. for Linux certification (LPI). These trainings are mainly for Unix system administrators.

At the moment, trainings and materials rather focus on system development and less on user applications. Therefore, we recommend you to share material about it. FOSS-Bridge also offers Training material around Open Source Regulations and Business Models, Open Source Development and European Best Practices (see FOSS-Bridge Training Material and answer to Question 2).
